Adoption of the New Fundamental Law

On 25 April 2011, the Orbán government adopted Hungary’s new Fundamental Law, emphasising Christian heritage and national identity. Critics, including Jewish organisations, argued that its tone marginalised minorities and diluted historical responsibility for the Holocaust—reinforced by the National Avowal’s claim that Hungary “lost its sovereignty” under German occupation. While minority protections formally remained, the constitution’s framing fuelled concerns about exclusion and historical revisionism.
