Interior Ministry proposal targeting “Gypsy vagrants.”

The Ministry of the Interior introduced a proposal aimed at curbing “crime associated with vagrants of Gypsy origin,” reinforcing the stereotype that Roma mobility equalled criminality. Although some regional officials criticised the openly racist framing, the proposal led to stepped-up repression, intensified surveillance, and the legitimisation of ethnically targeted policing. Roma communities experienced the measures as harassment rather than protection.
